The regional bank structures face the following tasks:

• accumulating of capital (own resources),
• reorientation of savings of enterprises, population and financial sector into investments,
• more active long-term crediting of real sector of economy;
• improving the investment risks management,
• development of forms of financial mediation;
• expanding of the financial products scale,
• providing informational transparency of their activity
• completion of the transition to international standards of accounting and book-keeping.

The activity of the bank sector to a large extent depends on the federal program of reformation of the bank system. According to the first, as well as the second variant of prognosis, the development of the situation in the bank system will keep on going in the same directions. Some differences will be based on the effectiveness and rates of realization of the outlined by the RF Government measures of restructuring and bringing into a more healthy state of banks and enterprises of real economic sector and of improving federal legislation.

The improving and restructuring of the bank system, consistent creation of conditions for the development of a stock market will contribute to the growth of the resources, released for investing into real sector.

The reinforcement of the investment orientation of the bank sphere, strengthening of the credit-financial potential of the investing activity will be carried out along with the development of the institutions of public investments, such as, non-state pension funds, insurance companies and joint-stock investment funds.

The bank system of the oblast is represented by 33 credit establishments, including 4 independent commercial banks with 5 branches, 12 branches of other territories, Moscow and St.Petersburg, in particular. In the oblast function:

• Main directorate of the Central bank of Russia with 22 accounts centres;
• The branch of the joint-stock commercial bank of the Savings bank of the Russian Federation OJC Smolensk department No 8609 with 11 branches.

The banks of Smolensk and the net of their branches in the rayons and towns of the oblast carry out efficient bank services, including currency services for their customers.

In the oblast there have been registered and work 4 investment-financial companies.
