The Administration of the Smolensk oblast takes measures for creating favorable investment climate on the territory of the oblast which will contribute to its economic potential growth.

This task is being solved by building the regional investment legislation, stimulating investment activity on the territory of the oblast.

High economic effect and safety of investments are provided by acting regional laws:

“On providing tax privileges to foreign investors” (the law provides tax privileges in the part of local budget revenue return, garantees of reliability and legal protection;

“On state support of investment activity on the territory of the Smolensk oblast” (the law provides garantees of safety and legal protection, different kinds of state support, including tax privellages, subsidies on compensation of expenses on credit rate payments, leasing payments and others.

“On tax priviledges, provided for investors, acting in accordance with the oblast law “On state support of investment activity on the territory of the Smolensk oblast” ( the law provides priviledges for investors: exemption from tax on property and land in the part of the sums, meant to be entered into the budget of the oblast and tax on the owners of the means of transport.

“On the Development Budget of the Smolensk oblast” (the law providesstate garantees, budget credits and budget investments under the conditions of payment, recovery of loans and urgency.
